Chile DTE Electronic Invoicing and Libros Overview

February 15, 2016 Karen Marchione

Chile is one of the most comprehensive compliance environments in Latin America.  Legislation is constantly changing and it almost always affects your entire operation – including finance, accounts receivable, accounts payable, inbound receiving, and shipping.

With the announcement of mandatory electronic invoicing in 2014, Chile moves into a unique group of countries focused on driving automation through the economy.

As you evaluate solutions, it is important to keep in mind the real cost of compliance is not just the one-time implementation cost. The real cost is the day-to-day support efforts and ongoing change management, especially if you are rolling out a global or regional instance of your ERP system to Chile.

Remember, what was once a local problem is now a corporate IT problem. Getting it wrong leads to operational shut downs and large financial penalties.

Chile SII - DTE Invoicing & Libros Reporting Requirements:

  • Folio Management – Organizations must register for folios for each specific document.
  • Digital Signatures are required on all documents.
  • 10 DTE (Document Types) are required based on your business - including the Delivery Document known as the Guia Despacho.
  • Reporting - A series of up to 4 Libros reports must be filed.
  • For supplier invoices, a buyer has up to 8 days to accept or deny a registered invoice. If 8 days pass, the government will automatically assume that the invoice is accepted and the only way to alter is to have the supplier register a debit/credit note against the document.
  • Multinational corporations will want to self-certify their solutions as the ERP system will contain key functionality and CFO's will not want a 3rd party RUT on every document. This would pose an audit issue. By certifying the ERP system and corporate internal processes, IT decreases the exposure to audit risk.
